Craig Horowitz and Wayne Clayton founded the firm in March 1999. Drawing on their history of having worked together for over twenty years (starting back in their O'Melveny & Myers days), Mr. Horowitz and Mr. Clayton are as dedicated to this practice of serving clients and obtaining excellent outcomes today as when we began Horowitz & Clayton more than twenty years ago.

Mr. Horowitz was born in Ellenville, New York, and attended 
Brown University, graduating Phi Beta Kappa, with a Bachelor of Arts, 
Honors degree, Magna Cum Laude, in History in 1983. 

Mr. Horowitz received his Juris Doctor degree from the U.C.L.A. 
School of Law in 1986 where he was an Editor of the U.C.L.A. Law Review
He has specialized in employment litigation, particularly wrongful 
termination and discrimination suits from the outset of his over thirty
 year legal career. 

He has an active trial practice. Mr. Horowitz has also briefed and argued 
numerous appeals. Mr. Horowitz is admitted to practice in all California 
courts; the United States District Court, Central, Southern and Northern 
Districts of California; the United States Court of Appeals, Ninth Circuit;
 and the United States Supreme Court.

Mr. Horowitz has taught Personnel and Labor Law, as an Adjunct Professor for The Claremont Graduate School, and has written several articles including "Civil Penalties for Misclassification of Independent Contractors," Los Angeles Lawyer, March, 2014; "Who Wins Wrongful Discharge Litigation in California: A Proposal for Reform," 24 Loyola Law Review 57 (1990) and  "Righting the Wrongs of Employment Termination," The Recorder, July 9, 1992; "Is Trump's nomination of Neil Gorsuch unconstitutional?" Daily Journal, February 6, 2017.  

Mr. Horowitz is also a published author having written "The Legislative Legacy of Edward M. Kennedy" in 2014 and "Row 47" in 2009 as well as a trilogy of fiction books. 


Wayne D. Clayton is a seasoned trial and appellate lawyer who has been 
practicing employment law more than thirty years, since his admission to the California State 
bar in December 1988. Mr. Clayton has tried numerous cases at Horowitz & Clayton, 
both solo and with his partner Craig A. Horowitz. Likewise, he has briefed and argued 
approximately a dozen appeals at Horowitz & Clayton. Substantively, Mr. Clayton
has expertise in state and federal discrimination, harassment, wrongful termination, 
breach of contract, implied contract to terminate only for good cause, leaves of absence, 
fraud and misrepresentation, intentional and negligent infliction of severe emotional distress, 
and wage and hour law.

Mr. Clayton earned his Bachelor of Arts degree from Reed College in 1982 before graduating 
Cum Laude from Loyola Law School in 1988. At Loyola, Mr. Clayton served as an editor on the 
International Law Journal. Mr. Clayton is admitted to practice in all California courts; 
the United States District Court, Central, Southern and Northern Districts of California, 
the United States Court of Appeals, Ninth Circuit; and the United States Supreme Court. 
He is a member of the Los Angeles County Bar Association and its Employment Law and Appellate Courts sections.
